Gas Compliance Certificates in the ACT: What You Need to Know

Anyone having gas work done, or buying or selling a home with gas appliances, runs into the term "gas compliance certificate" sooner or later. The name makes it sound like a bureaucratic ordeal. It is not. It is one document, issued by one tradesperson, and in most cases you get it the same day the work is finished.

What Is a Gas Compliance Certificate?

A gas compliance certificate is an official document that confirms gas work carried out on a property meets the relevant Australian standards and ACT regulations. A licensed gas fitter issues it once the installation, repair or modification is finished and they have verified that everything is safe and compliant.

It is a sign-off that says "this gas work has been done properly and is safe to use." Behind that sit the things the fitter has actually checked: pipe sizing, ventilation, secure connections, appliance clearances and a gas pressure test.

When Do You Need One?

In the ACT, a gas compliance certificate is required for:

  • New gas installations, any time a new appliance is connected, whether that is a cooktop, a hot water system, a gas heater or a ducted heating system.
  • Modifications to existing gas work, so any time gas piping is extended, rerouted or altered, including during a renovation.
  • Appliance replacements. Swapping an old gas heater for a new one, or putting in a new gas hot water system, needs a certificate for the new connection.
  • Selling a property. It is not always legally required for a sale, but plenty of conveyancers and buyers ask for a current gas compliance certificate as part of the pre-purchase inspection, because it is the only proof a buyer has that the gas installation was signed off by someone licensed.
  • Gas leak repairs. After a leak is repaired, the system must be tested and a certificate issued to confirm it is safe before the gas supply is reconnected.

Who Can Issue a Gas Compliance Certificate?

Only a licensed gas fitter can issue a gas compliance certificate in the ACT. This is someone who holds a gas fitting licence issued by Access Canberra. A general plumber without a gas fitting endorsement cannot legally do gas work or issue compliance certificates.

How Long Is a Gas Compliance Certificate Valid?

A gas compliance certificate does not expire in the way a roadworthy certificate does. It is valid as long as the gas installation it covers has not been modified, altered, or tampered with. If you have a certificate issued when your gas cooktop was installed five years ago and nothing has changed since, that certificate is still valid.

However, if any work is done to the gas system after the certificate was issued, including repairs, modifications, or new appliance connections, a new certificate will be needed for the updated work.

What Happens During a Gas Compliance Inspection?

When I carry out a gas compliance inspection, here is what I check:

  1. I put the gas pipework under pressure with a manometer and watch it, which confirms whether there is a leak anywhere in the system. That takes about 10 to 15 minutes depending on how big the system is.
  2. I go over every appliance connection for correct fitting, secure seals and proper ventilation, and check the flexible hoses for damage or wear.
  3. Gas appliances need adequate ventilation to burn safely, so I check that room sizes, air vents and flue systems meet the required standards.
  4. I check the gas piping is the correct diameter for the appliances it feeds and that it is routed safely through the property.
  5. Gas appliances must keep minimum clearances from combustible materials, and I measure those distances rather than eyeball them.
  6. All gas work must be labelled correctly with the gas fitter's licence number and the date of installation, so that goes on before I leave.

If it all passes, I issue the compliance certificate on the spot. If something does not, I explain what needs fixing and quote you for that work.

How Much Does a Gas Compliance Certificate Cost?

What a gas compliance certificate costs in Canberra comes down to the work it covers. On a straightforward appliance connection, the certificate is part of the installation and the price is already in the job. Where it is a standalone inspection and certification, say for a property sale, you are paying a callout fee plus the time on site.

Best thing to do is get a quote for your own place. Houses differ, and the price moves with how many appliances are connected and how much pipework there is to test.

What Happens If You Do Not Get One?

Running gas appliances without proper certification exposes you on a few fronts. Your home insurance may not cover damage caused by non-compliant gas work. If you go to sell and the gas system fails an inspection, that holds up settlement or kills the deal. The bigger problem is the gas itself. Poorly installed or badly maintained gas systems cause leaks, carbon monoxide poisoning and fires, and none of those give you much warning.

It is not worth the risk. Use a licensed gas fitter, and make sure you get the paperwork before they drive off.
