If you are having gas work done on your property, buying or selling a home with gas appliances, or just wondering what all the paperwork is about, you have probably come across the term "gas compliance certificate." It sounds complicated, but it is actually pretty straightforward. Here is what it means, when you need one, and how the process works in the ACT.
What Is a Gas Compliance Certificate?
A gas compliance certificate is an official document that confirms gas work carried out on a property meets the relevant Australian standards and ACT regulations. It is issued by a licensed gas fitter after they complete the installation, repair, or modification and verify that everything is safe and compliant.
Think of it as a sign-off that says "this gas work has been done properly and is safe to use." It covers things like correct pipe sizing, proper ventilation, secure connections, appliance clearances, and gas pressure testing.
When Do You Need One?
In the ACT, a gas compliance certificate is required for:
- New gas installations: Any time a new gas appliance is connected, whether it is a cooktop, hot water system, gas heater, or ducted heating system.
- Modifications to existing gas work: If gas piping is extended, rerouted, or changed in any way, including during a renovation.
- Gas appliance replacements: Swapping an old gas heater for a new one, or replacing a gas hot water system, requires a certificate for the new connection.
- Selling a property: While not always legally required for a sale, many conveyancers and buyers will request a current gas compliance certificate as part of the pre-purchase inspection process. It gives the buyer confidence that the gas installation is safe.
- Repairs to gas leaks: If a gas leak is repaired, the system must be tested and a certificate issued to confirm it is safe before the gas supply is reconnected.
Who Can Issue a Gas Compliance Certificate?
Only a licensed gas fitter can issue a gas compliance certificate in the ACT. This is someone who holds a gas fitting licence issued by Access Canberra. A general plumber without a gas fitting endorsement cannot legally do gas work or issue compliance certificates.

How Long Is a Gas Compliance Certificate Valid?
A gas compliance certificate does not expire in the way a roadworthy certificate does. It is valid as long as the gas installation it covers has not been modified, altered, or tampered with. If you have a certificate issued when your gas cooktop was installed five years ago and nothing has changed since, that certificate is still valid.
However, if any work is done to the gas system after the certificate was issued, including repairs, modifications, or new appliance connections, a new certificate will be needed for the updated work.
What Happens During a Gas Compliance Inspection?
When I carry out a gas compliance inspection, here is what I check:
- Gas pressure testing: I test the gas pipework under pressure to confirm there are no leaks anywhere in the system. This is done with a manometer and takes about 10 to 15 minutes depending on the size of the system.
- Appliance connections: Every gas appliance connection is inspected for correct fitting, secure seals, and proper ventilation. Flexible hoses are checked for damage or wear.
- Ventilation: Gas appliances need adequate ventilation to operate safely. I check that room sizes, air vents, and flue systems meet the required standards.
- Pipe sizing and routing: The gas piping must be the correct diameter for the appliances it serves and routed safely through the property.
- Clearances: Gas appliances must maintain minimum clearances from combustible materials. I verify these distances are correct.
- Compliance labelling: All gas work must be correctly labelled with the gas fitter's licence number and the date of installation.
If everything passes, I issue the compliance certificate on the spot. If there are issues, I will explain what needs to be fixed and provide a quote for the remediation work.
How Much Does a Gas Compliance Certificate Cost?
The cost of a gas compliance certificate in Canberra typically depends on the scope of the work involved. For a simple appliance connection where the certificate is issued as part of the installation, it is usually included in the job price. For a standalone inspection and certification, such as for a property sale, expect to pay a callout fee plus the inspection time.
The best approach is to get a quote for your specific situation. Every property is different, and the cost depends on how many appliances are connected and how complex the gas system is.
What Happens If You Do Not Get One?
Operating gas appliances without proper certification puts you at risk in several ways. Your home insurance may not cover damage caused by non-compliant gas work. If you sell a property and the gas system fails an inspection, it could delay or derail the sale. And most importantly, non-compliant gas work can be genuinely dangerous. Gas leaks, carbon monoxide poisoning, and fires are all potential consequences of poorly installed or maintained gas systems.
It is not worth the risk. Always use a licensed gas fitter and make sure you get the paperwork.
